At Jack Lang’s request, Maurice Fleuret was appointed Director of Music and Dance at the French Ministry of Culture in October 1981. “The music everywhere and the concert nowhere” is how he applied his observations to the development of musical practice. He started to see a means to get people out on the streets when he saw that five million individuals-one young person out of every two-played an instrument in a 1982 research on the cultural practices of the French. First held as the Fête de la Musique in Paris in 1982
